2.BACKGROUND :
In September 2023, LuxDev has opened a new regional office for Central America and the Caribbean, alongside with the opening of a Luxembourg embassy in San Jose, Costa Rica. Whereas the first formulation and execution mandates for new projects and programmes in the region concerned bilateral cooperation projects with the Governments of Costa Rica and El Salvador, the long-term vision for operations of the Luxembourg Development Cooperation is to adopt a regional approach, targeting two or more countries per project and program.
3.FUNCTION :
The Procurement and partnerships officer is responsible for ensuring the quality, efficiency, and impact of the procurement processes and partnership agreements of a diversity of programs/projects implemented in Costa Rica, and to some extent in the region. This includes designing and implementing procurement processes categories B and C (synoptic table of procurement compliance) and operational partnership agreements (OPAs), ensuring conformity according to LuxDev standards, collect relevant data, assess progress and results, and draw lessons for continuous improvement.
4. DUTIES AND MAIN TASKS :
- Support to the conformity of acquisitions and partnerships processes : ensures models for contracts and partnerships are aligned with LuxDev’s Quality Manual (MQ) and tailored to the needs of programmes/projects designing a procurement and partnership monitoring system adapted to the programmes/projects to keep track on the timelines and compliance with the necessary steps.
- Procurement and partnership execution processes and advice : leads the procurement processes for categories B and C, ensures documentation is properly safeguarded both digitally and physically, conducts analyses of collected data to assess programs/projects performance against set objectives and indicators and organizes debriefing sessions for improvement.
- Data management and analysis
- Accountability, reporting and establishing feedback to counterparts and beneficiaries.
- Develops and implements a capitalization and experience-sharing plan to promote a culture of continuous improvement and facilitate organizational learning.

- Designs and implements training and coaching plans for programs/projects teams, the national counterpart, and partners on procurement and partnership practices, considering specific needs and competency levels.
5.PROFILE
- Higher education degree (minimum 4 years) in a relevant field such as project management, procurement, international development, administration, or any equivalent ;
- At least 5 years of proven experience in project management, with a specific focus on procurement and operational partnerships ;
- Strong expertise in conformity of procedures, data collection, management and analysis, with proficiency in relevant tools and methodologies ;
- fluency in spoken and written Spanish.
- knowledge of development cooperation modalities and sensitivity to development aid ;
- familiarity with procurement and partnership systems and tools applied to project management in development or humanitarian sectors ;
- experience in the target region is a strong asset ;
- proficiency in English is an advantage.
