2.BACKGROUND :

In September 2023, LuxDev has opened a new regional office for Central America and the Caribbean, alongside with the opening of a Luxembourg embassy in San Jose, Costa Rica. Whereas the first formulation and execution mandates for new projects and programmes in the region concerned bilateral cooperation initiatives with the Governments of Costa Rica and El Salvador, the long-term vision for operations of the Luxembourg Development Cooperation is to adopt a regional approach, targeting two or more countries per project and program.  LuxDev’s regional initiatives aim to promote sustainable forest management, empower women entrepreneurs, and create an enabling environment for access to tailored financial products for small and medium-sized enterprises led by women. Within the framework of bilateral cooperation with Costa Rica and El Salvador, LuxDev implements innovative projects tailored to development challenges of partner countries such as migration, south-south cooperation and digitalisation (Costa Rica), as well as south-south cooperation and youth employment and digitalisation in El Salvador.

3.FUNCTION :

The NTA-MEAL is responsible for ensuring the quality, efficiency and impact of a diversity of programs/projects implemented in Costa Rica, and to some extent in the region. This includes designing and implementing monitoring and evaluation systems to ensure relevance of results frameworks, collect relevant data, assess progress and results and draw lessons for continuous improvement.

The NTA-MEAL also ensures transparency and accountability toward stakeholders by setting up feedback and reporting mechanisms. Additionally, he/she plays a crucial role in fostering a culture of organizational learning, enabling the Agency to adapt and improve based on lessons learned and best practices.

4. DUTIES AND MAIN TASKS :

• Design of a MEAL framework adapted to each program/project, including the definition of SMART objectives, selection of relevant indicators and creation of forms and databases for data collection,
• Support in the design and revision of monitoring and evaluation (M&E) manuals, including tools such as indicator identity sheets (IIS), monitoring, evaluation and output matrices.
• Regular tracking of programs/projects-related indicators across the portfolio of projects.
• Organisation of debriefing sessions with programs/projects teams and partners to share results.
• Establishment and implementation of quality control procedures to ensure the accuracy, consistency and reliability of collected data.
• Contribution to the development of periodic and annual reports, as well as detailed quarterly progress analysis reports, highlighting successes, challenges, and necessary adjustments.
• Participation in the design of internal and external programs/projects evaluation plans and assurance of their proper execution, establishing and facilitating program feedback mechanism with the national counterparts and beneficiaries.
• Development and implementation of a capitalization and knowledge management plans to promote a culture of continuous improvement and facilitate organizational learning.
• Design and implement of tailormade training and coaching plans for programs/projects teams, national counterparts and partners on MEAL practices.

5.PROFILE

• Higher education degree (minimum 4 years) in a relevant field such as project management, social sciences, international development, political science, statistics, or an equivalent ;
• At least 5 years of proven experience in project management, with a specific focus on MEAL leadership ;
• Strong expertise in data collection, management and analysis, with proficiency in relevant tools and methodologies ;
• Knowledge of development cooperation modalities and sensitivity to development aid ;
• Familiarity with MEAL systems and tools applied to project management in development cooperation or humanitarian sectors ;
• Experience in the target region is a strong asset ;
• Fluency in spoken and written Spanish ;
• Proficiency in English is mandatory.
